There is no Windows account that has consummate and unrestricted command over a computer. If such an account existed, and it was hacked, the attacker could cause substantial damage both locally and on the cyberspace.
You'll accept to find some other way to wreck your computer.

Just were you able change the user to admin or did you get whatever mistake messages on the way?
If you added yourself successful as an admin, did yous restart the computer afterwards?
Likewise, if you could please send me a screen shot of the error you're getting when trying to stop the process, I'd capeesh it.
